Bitcoin is designed very similarly to the three branch system that creates and manages the US Constitution: legislative (developers), executive (miners), and judicial (nodes)

I never thought about it this way, but it's kinda interesting. I wonder if Satoshi intended it this way, or if it's just a common way of thinking about distributed systemic governance.

Bitcoin Cash has removed the IFP. Unfortunately there are still a few dangerous and deprecated ABC IFP versions floating around out there being run by some miners. Be SURE to upgrade to the proper updated Bitcoin Cash Node.

Users and businesses running the Bitcoin Cash Node software will almost guarantee that the "miner tax" (IFP) will not happen

While the new Bitcoin Cash Node software does not consider a "taxed" block invalid, and would thus (ideally) follow the strongest chain even if it were the "taxed" chain, the 'automated rolling checkpoints' in the BCN software make the IFP softfork too dangerous for the miners to attempt to deploy, even if they had a supermajority of hashpower.
As Mark Lundeberg pointed out, miner-only-enforced soft forks are dangerous on BCH especially, due to the rolling checkpoints: "It's just a particularly bad idea on BCH."
Users and businesses running the Bitcoin Cash Node software would turn the IFP soft-fork into a miner-only-enforced soft-fork.
The risk of a massive chainsplit would be too much for the miners to go ahead with the IFP.

How Many Bitcoin Miners and Nodes Are There?

Additionally, what is the difference between signaling and non-signaling nodes? I read that only miners can signal and so the total tally of Bitcoin nodes is unknown.
This site puts nodes over 10k: https://bitnodes.earn.com/ However I have read that there could be up to 1 million miners. How can there be so many more miners than nodes?
Basically if someone qualified has the ability to give a summery of how this all works it would be highly appreciated.
